Although many governments have implemented the e-procurement systems, there is no such system that can fully handle online tender evaluation. In Section 2 we discuss the manual tender evaluation process in VietNam and highlight limitations of current method. Section 3 reviews the Korea methodology of online tender evaluation which is implemented in the KONEPS system with a discussion of its efficiency in term of economic sense and its ability to encourage SMEs as is the method’s aim. Section 4 presents our approach to overall online tender evaluation within the public procurement context in VietNam.
